Are probe agencies not doing proper home work?

After ED , now CBI also failed to prove charges against former Delhi CM Arvind Kejriwal and Dy CM Manish Sisodia in much publicised  excise policy-related corruption case. A Delhi court on Friday discharged former Delhi chief minister Arvind Kejriwal and former deputy chief minister Manish Sisodia in an excise policy-related corruption case, refusing to take cognisance of the CBI chargesheet. Special Judge Jitendra Singh said that the chargesheet had several lacunae not supported by evidence, as he discharged 21 more besides the two Aam Aadmi Party leaders in the matter.The agency had alleged that ₹100 crore was paid by a "south lobby" to influence the now-scrapped excise policy in its favour. In total, 23 accused were charge-sheeted. A Delhi court in January acquitted former Kejriwal in two cases filed by the Enforcement Directorate (ED) over allegations of skipping the federal agency’s summons during its probe into the Delhi excise policy case. Experts see this is a total failure of the Prosecution wing of probe agencies. They want a proper action from the government- why both agencies failed to prove the case? And why was a weak charge sheet presented before the Court?
